Many people are confused by the sales and billing techniques used by large hospitals and health insurers. We've investigated complaints from consumers about a practice called "balance billing"-- a hospital sending patients a bill or collection notice for amounts they don't really owe. The amounts sought by the hospital are actually the discounts that the hospital granted to the patients' insurance companies, in exchange for the patients' business.
